Graduated from the Moscow Polygraphic Institute, Candidate of Historical Sciences with a degree in Library Science, Bibliography Studies and Bibliology.

Permanent Member of Technical Committee 191 “Scientific and Technical Information, Librarianship and Publishing” at Rosstandart, as well as the Russian Section of Technical Committee 46 “Information and Documentation” of the International Organization for Standardization, Expert Consultant of the Russian Bibliographic Society and the Russian Book Union.

Member of the Editorial Board of “Library” journal.

He has published more than 600 scientific papers on the history and modern problems of publishing, book trade, bibliography, library science, their legislative and information support, standardization of processes, products and terminology, including monographs and articles in Russian and foreign journals, reference books and encyclopedias.
