The author describes the problems of interaction for the Russian theory and practice of book business. The general picture of the development of Russian bibliology in the past and at present is given. Proposals for optimization of the present crisis situation in the sphere of bibliology as the branch of knowledge and educational subject are formulated.

The article presents the concept of forming a national information system (national bibliographic resource) and shows the role of the National Library of Russia as a central link in managing the creation of national bibliographic data and verifying these data through the system of authority control and subject access.

The article presents the history of the creation of the national bibliography system in Russia, considers the regulation of activities in this area at the international level and foreign experience. The principles of the formation of a modern system of the national bibliographic resource in Russia on a parity basis are proposed and substantiated.

The article presents the discussion on the methodology of bibliographic description of standards by experts of the Permanent Bureau of the Interregional Committee on cataloguing of Russia. Bibliographic records for the printed edition of GOST R 7.0.100–2018, compiled by the development groups of this standard, were analyzed. As the results of this study, the necessary and sufficient elements were identified that lead to the bibliographic record for such a type of information resources as standards. The decision was made for practical application, given at the end of this publication.

The article presents and analyzes the plan for large runs republishing of children’s books by the publishing house “Detgiz” in 1934. The list of books to be reprinted is kept at the Gorky archive at the A.M. Gorky Institute of World Literature of the Russian Academy of Sciences in Moscow. The plan was drawn up by director of Detgiz N.A. Semashko and reflected the trends in the development of domestic book publishing for children in the early 1930s.
