Aim and Scope

The purpose of the journal “Bibliography and Bibliology” is to publish the results of scientific research on the theory and practice of Russian and international book industry, analysis of publishing, bookselling, library and bibliographic activities.

Peer-Review

Reviewing is carried out in accordance with the Procedure for Consideration of Manuscripts.

  1. The texts of the manuscripts should be reviewed in the form of a double-blind review when the identity of the Reviewers and Authors is not disclosed to either party.

1.1.  The Journal reviews all the manuscripts, which comply with the subject scope of the Journal, for the purpose of their expert assessment. All Reviewers are acknowledged experts on the subjects of the materials to be reviewed and have had publications on the same topics for the last 3 years. The reviews should be kept in the Journal archive for five years.

1.2.  The Reviewers should observe the Publication Ethics of “Bibliography and Bibliology” journal.

1.3.  The Editorial Board will send the copies of the reviews or a reasonable rejection to the Author and, upon written request, may send the copies of the reviews to the RF Ministry of Education and Science.

  1. A positive review does not guarantee the acceptance of the manuscript because the final decision in all cases lies with the Editorial Board. The Editor-in-Chief rules the final solution of every conflict.
  2. In case a review contains recommendations for amending and improving the manuscript, the Editorial Board will send the text of the respective review to the Author along with a proposal to either take these recommendations into consideration when drafting a new version of the manuscript or send his/her arguments rejecting the recommendations, in whole or in part. The improving process should not take more than two months from the date the Author was informed of the Reviewer’s opinion. While improving the manuscript, the Author should not forget to update the Reference List on the actual dates of reference to the electronic resources. The improved version of the manuscript should be sent to the Editorial Board for the second review.
  3. The Editorial Board has to be notified verbally or in writing should the Author decide to refuse from publishing the manuscript. In case the Author fails to do so within 3 months after receiving a copy of the initial review, the Editorial Board takes the manuscript off the register and notifies the Author accordingly even in the absence of any information from the Author with a refusal to improve the manuscript. In such cases, the Author should receive the respective notice stating the fact of taking the manuscript off the register due to the termination of the period allocated for its improvement.
  4. In case of a negative review, the Author should receive a respective notice, and the manuscript will be taken off the register. In case the Author decides to improve the manuscript and send it back to the Editorial Board for the second review, the Editorial Board will be able to accept the materials for consideration only if the manuscript has been improved by no less than 60 percent.
  5. Having received a positive review and a positive decision on publication, the manuscript will be added to the Journal portfolio. The Publication Plan is drafted by the Editor-in-Chief with due account of the Journal portfolio and priority reasons which are determined by the manuscript acceptance date, the content of the Journal section, and the topic of the Journal issue.

 

Publishing Ethics

This Publication Ethics is based on the proceedings of the Committee on Publication Ethics (COPE).

As a Publisher, the Russian State Library is a member of the Russian Association of Science Editors and Publishers (RASEP) and adopts the Declaration of Ethical Standards of Scientific Publication, which was approved at the RASEP Assembly Meeting on May 20, 2016. In case of any disputable issues concerning the violation of scientific publication ethics, the Russian State Library shall submit the related requests for consideration to the RASEP Council on Publications Ethics.

The publication in a peer-reviewed scientific journal is a means of scholarly communication and contributes significantly to the development of the respected area of scientific knowledge. “Bibliography and Bibliology” journal considers it important to lay down the standards of the expected ethical conduct for all parties involved in the act of publishing: the authors, the journal editorial board, the peer reviewers, and the publisher.

The following publication ethics standards shall be observed as generally adopted guidelines of scholarly publishing in the journal “Bibliography and Bibliology”.

PUBLICATIONS ETHICS FOR AUTHORS

Manuscript Requirements

Authors of original research papers should present an accurate account of the work performed as well as an objective discussion of its significance. A paper should contain sufficient details and references to permit others to replicate the work. Fraudulent or knowingly inaccurate statements constitute unethical behaviour and are unacceptable.

Originality and Plagiarism

Authors should ensure that they have written entirely original works, and if the authors have used the work and/or statements of other authors, this must be appropriately cited or quoted. Plagiarism takes many forms, from ‘passing off’ another’s paper as the author’s own paper, to copying or paraphrasing substantial parts of another’s paper (without attribution), to claiming results from research conducted by others. Plagiarism in all its forms constitutes unethical publishing behaviour and is unacceptable. It is forbidden to publish the same research in more than one journal.

Multiple and Concurrent Publication

Authors should ensure that they have written entirely original works. Authors should not publish a manuscript essentially describing the same research in more than one journal as a primary publication. Authors mustn’t submit for consideration in another journal a previously published paper.

Publication of some kinds of articles (e.g. translations) in more than one journal is sometimes justifiable, provided certain conditions are met. Authors and Editors of the journals concerned must agree to the secondary publication, which must present the same data and interpretation as in the primary document. The secondary publication should contain a bibliographic reference to the primary work.

Acknowledgement of Sources

Proper acknowledgement of the work of others must always be given. Authors have to cite the publications that have been influential in determining the nature of the submitted work. A list of references should be provided by authors. Information obtained in private conversation, correspondence, or discussion with third parties must not be used or reported without explicit, written permission from the source. Authors should provide information on the financial support of their work (data on the funding source of the research/publication should be shown in the footnote on Page 1 and marked by an asterisk in the title of the article).

Authorship of the Paper

Authorship should be limited to those who have made a significant contribution to the concept, design, execution, or interpretation of the reported study. Authors should make sure that all Co-authors have seen and approved the final version of the work and agreed to its submission for publication.

Fundamental Errors in Published Works

When authors discover a significant error or inaccuracy in a published work, it is the author’s obligation to promptly notify the editor of the journal and cooperate with them/him/her to retract or correct the paper. If the editor or the publisher learns from a third party that a published work contains a significant error, it is the obligation of the authors to retract or correct the paper as soon as possible.

PUBLICATIONS ETHICS FOR REVIEWERS

Contribution to Editorial Decisions

Peer reviewing is an essential component of scholarly communications. Peer reviewing assists the editor in making editorial decisions and may also assist the authors in improving their paper. The publisher shares the view of many that all scholars who wish to contribute to publications have an obligation to do a fair share of reviewing.

Diligence

A reviewer who feels unqualified to review the research reported in a manuscript or knows that its prompt review will be impossible should notify the Editor.

Confidentiality

Any manuscript received for review must be treated as a confidential document.

Unpublished materials disclosed in a submitted manuscript must not be used in a reviewer’s own research without the author’s written consent. Privileged information or ideas obtained through peer reviewing must be kept confidential and not used for personal advantage.

Objectivity

Reviews should be conducted objectively. Personal criticism of the author is inappropriate. Reviewers should express their views clearly with supporting arguments.

Reviewers should not consider manuscripts in which they have conflicts of interest resulting from competitive, collaborative, or other relationships or connections with any of the authors, companies, or institutions connected to the papers.

Acknowledgement of Sources

Reviewers should identify relevant published work that has not been cited by the authors. Any previously reported statement (observation, derivation, or argument) should be accompanied by the relevant citation. A reviewer should also call to the editor’s attention any substantial similarity or overlap between the manuscript under consideration and any other published paper of which they have personal knowledge.

PUBLICATIONS ETHICS FOR THE EDITORS

Decision for Publication

With due respect of the peer reviewers’ opinion, the Editorial Board of “Bibliography and Bibliology” journal is solely responsible for deciding which of the articles submitted to the journal should be published. The importance of the work in question to researchers and readers must always underwrite such decisions. The Editor acts in compliance with the policy of the journal’s Editorial Board and Staff and is constrained by such legal requirements as shall then be in force regarding the law, copyright infringement, libel and plagiarism.

Confidentiality

The Editorial Board and Staff of “Bibliography and Bibliology” journal will not disclose without any need any information about a submitted manuscript to any third person other than the corresponding authors, reviewers, potential reviewers, and the publisher.

Vigilance over Publications

The Editors take reasonable steps to identify and prevent the publication of papers where research misconduct has occurred, do not encourage such misconduct, or knowingly allow such misconduct to take place. In case the Editors are made aware of any allegation of research misconduct, the Editors shall deal with the allegations appropriately using the guidelines of the Ethics Council of the Association of Science Editors and Publishers (Russia).

The Editorial Board, having convincing evidence that the substance or conclusions of a published paper are erroneous, should coordinate with the publisher to promote the prompt publication of a correction or retraction, using the procedure of the Ethics Council of the Association of Science Editors and Publishers (Russia). The Editors should also publish clarifications, retractions and apologies when needed.

PUBLICATIONS ETHICS FOR THE PUBLISHER

The Publisher should observe the policies and procedures for editors, reviewers and authors of “Bibliography and Bibliology” journal who perform their ethical duties under these ethics guidelines.

The Publisher should backup the journal’s editors in reviewing complaints raised in connection with ethical issues and help in communication with other journals, where this contributes to the fulfilment of the editor’s duties.

The Publisher should provide specialized legal support (review and counsel) if necessary.

Plagiarism detection

“Bibliography and Bibliology" use native russian-language plagiarism detection software Antiplagiat to screen the submissions. If plagiarism is identified, the COPE guidelines on plagiarism will be followed.

 

Preprint and postprint Policy

Prior to acceptance and publication in “Bibliography and Bibliology", authors may make their submissions available as preprints on personal or public websites.

As part of submission process, authors are required to confirm that the submission has not been previously published, nor has been submitted. After a manuscript has been published in “Bibliography and Bibliology" we suggest that the link to the article on journal's website is used when the article is shared on personal or public websites.

Glossary (by SHERPA)

Preprint - In the context of Open Access, a preprint is a draft of an academic article or other publication before it has been submitted for peer-review or other quality assurance procedure as part of the publication process. Preprints cover initial and successive drafts of articles, working papers or draft conference papers.
 
Postprint - The final version of an academic article or other publication - after it has been peer-reviewed and revised into its final form by the author. As a general term this covers both the author's final version and the version as published, with formatting and copy-editing changes in place.

 

Revenue Sources

The publication of the journal is financed by the funds of the parent organization, at the expense of the publisher, publication of advertising materials, publication of reprints, article processment charges.
